
Hal Cohen is a Specialist Leader in Deloitte’s public sector Crisis and Emergency Management practice. There he directs the Continuity and Mission Assurance service line, which drives Deloitte’s continuity work across the federal, state, local, and higher education spaces; clients he has supported include FEMA, CFPB, PBGC, and Ginnie Mae; and state offices in South Carolina, Oregon, Pennsylvania, and West Virginia. Hal brings two decades of experience as a seasoned and knowledgeable leader in delivery of planning, training, and exercising for organizational resilience, emergency management, and disaster recovery; additionally, he is a subject-matter expert and facilitator for assessments, after-action reports, and strategic advising in these domains.
Prior to joining Deloitte, Hal was the Readiness & Resilience practice lead for a mid-sized emergency management firm, and before that he managed the Louisiana Recovery Authority’s multi-agency “Louisiana Speaks” regional recovery plan for post-Katrina integration of levees, coastal restoration, improved land use, infrastructure, and economic development.
Hal has also worked as a professional writer and editor, publishing in major national periodicals (including The New York Times and the Village Voice), and he brings a background in urban planning, housing, and transportation issues. He holds degrees from the University of Michigan (MA), Columbia University (BA), and New York University (MS). He is a Certified Business Continuity Professional (CBCP).
