
Jeff McLeod is a specialist leader in Deloitte’s Cyber & Strategic Risk practice where he supports public sector clients with cybersecurity strategy and planning, risk management, and resilience. He recently led a team at the U.S. Cybersecurity & Infrastructure Security Agency’s (CISA) Cybersecurity Division, assisting the Joint Cyber Defense Collaborative’s (JCDC) Planning Branch with developing whole-of-nation incident response plans for potential cyber-attacks on critical infrastructure. Further, he advised CISA leadership on the role of publicprivate partnerships and state/local government in promoting cyber resilience. Currently, he leads a team at Louisiana’s Office of Technology Services to provide Identity and Access Management solutions for 6 state agencies, enabling up to 1.5+ Million citizens to securely and seamlessly use over 20 state applications.
Prior to Deloitte, Jeff served as director of the National Governors Association’s (NGA) Homeland Security & Public Safety Division where he led the Resource Center for State Cybersecurity. Through the Resource Center, Jeff led whole-of-state cybersecurity planning efforts for governor-appointed teams focused on modernizing states’ cybersecurity governance, developing state cyber incident response plans, and improving stakeholder collaboration. He also spearheaded Virginia Governor Terry McAuliffe’s 2016-2017 NGA Chair’s Initiative, Meet the Threat: States Confront the Cyber Challenge, resulting in a compact signed by 38 governors agreeing to set of principles for strengthening state cybersecurity. At NGA, he led strategic planning exercises, after-action reviews, and consensus-based workshops for senior executives—including cabinet secretaries, homeland security advisors, emergency managers, legal counsel, and policy staff—in over 35 states. As director of the HSPS Division, Jeff also led the bipartisan membership association of the 55 governors’ homeland security advisors from the states and territories—the Governors Homeland Security Council.
Jeff has served on the boards of the U.S. Election Assistance Commission and the U.S. Department of Justice Global Advisory Committee. He has testified before the United States Congress and state legislative bodies and he frequently speaks on cyber resilience and emergency management, most recently at the North Atlantic Treaty Organization (NATO) Resilience Symposium, University of Chicago, U.S. Department of Homeland Security 2nd Annual National Cybersecurity Summit, and the National Governors Association.
